Your hair is a great accessory too, god knows I wish I could grow mine out like that. I would add some black rubber bracelets, like the kind that was all the rage in the late 90s. I think you can still get them at Claire's for like 3 bucks. Totally awesome.

The high waist is fabulous, although I must say it doesn't work for everyone; luckily you have long legs (lucky girl!). Awesome layering, but do something more for the accessories! Add a pearl necklace for the classic schoolgirl look, or even crimson rimmed glasses.

I like the top and skirt, especially how the skirt is so high-waisted. But, if you wanted this to be a real pencil-skirt look, it would need to be a bit longer. I like the shoes, but not so much with this outfit. I think they should be one color, either red or green, but there is too much going on below your ankles. You could also use some accessories, maybe to bring out the color in the shoe and add contrast to the black and white outfit.
